Nemours is seeking a Clinical Laboratory Technical Supervisor to join our Blood Bank team in Wilmington, Delaware.

To keep pace with the changing health care environment and build a healthier future for our children, Nemours has embarked on a multi-phase expansion to create a children's hospital like no ! other in the region. Upon completion in June 2014, the hospita! l will include private patient rooms, a new Pediatric Intensive Care Unit, and a new expanded Emergency Department.

This position is responsible for the oversight of an assigned Clinical Laboratory/Pathology section or work process; this includes all technical, clinical and quality aspects of the work area, and the supervision, development and oversight of staff in the assigned section, or performing the specific work process.

1. Ensures the correct performance of tests in the assigned section, supervising staff performing these tests. Ensures that staff have been trained in procedures, including completion of technical training checklists. Reviews the performance of tests in the assigned section including review of daily test performance and reports as needed. Initiates corrective action as needed and performs any necessary follow-up. Communicates the results of these reviews as needed to the Administrative Director, Medical Director or other as appropria! te.
2. Ensures that technical procedures are written following established guidelines. Reviews procedures annually, or according to relevant regulatory guidelines.
3. Establishes and monitors section quality control procedure following regulatory guidelines, initiating any corrective action needed and ensuring that documentation is complete. Reviews QC charts, reports, proficiency testing, etc. and reports this information as needed, maintaining documentation of these for further review and for regulatory inspection.
4. Participates in departmental and hospital programs for Quality Assessment and Improvement, identifying opportunities to improve services, making recommendations and implementing actions as appropriate and consistent with the goals of the Nemours Foundation. Works to identify and prevent problems and to establish systems which enhance the laboratory's ability to provide services in a timely, accurate and cost efficient fashion. Reviews problem rep! orts, recommends actions for improvement, develops strategies for impro! vement in concert with laboratory administration and monitors the progress of changes.
5. Participates in the recruitment of staff, making hiring and promotion recommendations.
6. Trains, evaluates and counsels section employees. Reviews section technical staff competency. Also evaluates staff performance according to regulatory guidelines. Initiates retraining for employees as needed. Ensures that staff participate in appropriate continuing education programs, especially those designed to enhance knowledge appropriate to job performance.
7. Schedules section employees, ensuring appropriate section coverage, reviewing schedules with others (e.g., shift supervisor, laboratory administration) as needed to ensure that laboratory services are not interrupted. In scheduling, avoids overtime where possible. Rotates section employees to increase staffing flexibility and to maintain staff competency on appropriate section "benches" as needed. Evaluates staff time-off re! quests in a fair manner, which ensures appropriate staffing levels.
8. Selects, implements and maintains technical equipment for section, writing justification for capital equipment, and evaluating cost-benefit of various alternatives and makes recommendations to laboratory administration.
9. Maintains knowledge of section technical requirements, especially regulatory requirements. Maintains laboratory section's readiness for inspections. Informs laboratory administration of compliance problems and makes plans to correct such failures and carries out these plans as appropriate. Participates in section's inspections, reviewing deficiencies and correcting as needed or assigned.
10. Maintains section supply inventory at appropriate levels. Recommends items for purchase and ensures that section maintains a supply procurement system. Reviews problems related to supplies.
11. Follows safety procedures and reviews and safety issues as needed. Ensures that staff adh! ere to safety procedures and that staff receive training or retraining ! as needed or required. Reports safety concerns to laboratory administration and helps with planning to improve safety of the laboratory.
12. Confers with physicians and others regarding tests performed, results reported, appropriate test selection, etc.
13. Evaluates test results performed in section. Monitors results reported for compliance with laboratory and hospital regulations, e.g., timeliness, reporting of critical values, adherence to confidentiality policies, etc.
14. Evaluates section's referred tests. Makes recommendations about referred testing vendors and reviews with laboratory administration as needed. Makes recommendations about which procedures to bring in-house, including recommendations about scheduling such tests, cost-benefit analysis, equipment recommendations, etc.
15. Ensures that section's fiscal management is appropriate to the volume of activity and budgetary guidelines. Reviews section's staffing equipment needs and makes recommen! dation for laboratory's budget preparation. Reviews budget discrepancies as needed. Prepares justifications for staff and equipment requests. Reviews personnel staffing levels and plans for changes as needed.
16. Maintains appropriate section records, such as QC, maintenance, patient reports, QA/I and other documentation. Ensures that this information is readily retrievable and that section staff know and follow procedures for this documentation.
17. Holds regular section staff meetings and maintains records of such meeting. Reviews laboratory and hospital policies with section staff.
18. Evaluates information systems process within section and makes appropriate adjustments or recommendation. Maintains information databases as needed or assigned. Ensures that section staff are trained in use of information systems for work needs.
19. Maintains section workload statistics, reporting any problems with these to laboratory administration.
20. Communicates re! gularly with laboratory administration, informing about significant iss! ues. Participates in laboratory and hospital meetings as assigned, attending any mandatory training sessions as needed. Participates in laboratory or hospital committees as assigned.
21. Demonstrates proficiency in the care of all ages; neonates, pediatrics, adolescents and adults.
22. Other duties as assigned.

Position requires a bachelor's degree in medical technology, and 5 years experience (ASCP and SBB preferred). Strong technical and quality management skills, knowledge of regulatory and compliance requirements, and the ability to act as an effective liaison between medical technologists and the clinical healthcare team to facilitate patient care are essential.
